Vladimir Averchenko — Chairman of the Board
Mr Averchenko has a PhD in Economics, is an honorary member of several academies, and is the author of 16 books and numerous articles on Economics and Construction. He is the chairman of the Council of the Academy of Modern Building, and a professor of Financial Strategy at the Moscow School of Economics (Lomonosov Moscow State University). He also holds the titles of an “Honorary Builder of the Russian Federation” and an “Honorary Worker in Housing and Public Utilities in the Russian Federation”.
Throughout his career Mr Averchenko held several senior posts and positions in both state and commercial structures.
During his post as the First Deputy of the Head of Administration of Novocherkassk city, Mr Averchenko carried out a complete reform of the city’s public utilities’ sector. Mr Averchenko also held the posts of Vice Governor and the Minister of Economics, International and External Economic Relations, as well as being a member of the Government Administration of Rostov region. Mr Averchenko was elected twice as a memeber of the State Duma, held a four year post as the Deputy Chairman of the State Duma, headed the Federal Agency for Construction, Housing and Public Utilities of the Russian Federation Government, and worked as the Deputy Minister of Regional Development of the Russian Federation.
Valery Roschypkin — Deputy Chairman of the Board
Mr Roschypkin has a PhD in Economics, is an Academician of the Academy of Social Sciences, Doctor of Business Administration, Senior Vice President of "Region" Group of Companies, the President of JSC "National Forestry Agency", and a Chairman of the Board of Directors at “RUNATEK " (production and export of alternative fuels).
Mr Roschypkin has a unique leadership experience, both at federal and regional levels, with deep industry knowledge in the housing and pubic utilities sector. From 1983 to 1991 Mr Roschypkin worked as the Chief Engineer and Deputy Managing Director of the Omsk territorial manufacturing association of housing and public utilities, and in 2000 was appointed Deputy Chairman of the Russian State Committee for the Housing and Public Utilities Complex.
His track record - governor of the Omsk region, Mayor of Omsk, the First Deputy Minister of Natural Resources of Russian Federation and the Head of the State Forest Service. He served more than four years as the Head of Federal Forestry Agency at the Ministry of Natural Resources of the Russian Federation.
Dmitri Barinstein — Member of the Board
Phd in Law, Executive Director of Investment Management Department at Goldman Sachs, London. In his area of responsibility lies management and development of private business in Russia and CIS countries.
During his employment at «Brown & Wood LLP» (now Sidley Austin LLP) in New York, Mr Barinstein was responsible for international capital investment markets and for the internal markets in the USA. In 1997 he was admitted to the New York Advocate Association.
As the First Deputy Director of the International Department for working with Russia and CIS at Deutsche Bank, Mr Barinstein was engaged in advising corporate clients on Securities Markets (IPO), secondary markets, structured equity, mergers and acquisitions for industrial enterprises, including consumer sector, real estate, mining, chemical industry, metallurgy, telecommunications and capital goods.
Roman Samsonov — Member of the Board
Professor of the department of Economics of the Oil and Gas Industry NIU "RGUNG I.M.Gubkina", PhD in Technical Science, Master of Business Administration (MBA), Member of the Academy of Technological Sciences of the Russian Federation, Corresponding Member of the Russian Academy of Natural Sciences (RANS).
Mr Samsonov is the official representative of JSC "Gazprom" in the Managing Committee of the Research Study "Prospects for the Global Gas Industry until 2030," as well as a member of the Editorial Board of "Problems of Risk Analysis" magazine. Mr Samsonov is also the author of dozens of scientific papers and seven monographs on the problems of analysis of geo-environmental risks in the gas industry.
Mr Samsonov pays a great deal of attention to the future prospects of the gas industry and its scientific support. He is the curator and director of scientific works to develop a comprehensive program of the development of gas deposits in the Yamal Peninsula and the adjacent sea shelf, as well as software development of the Shtokman gas condensate field. Mr Samsonov is a member of the Working Group on the future of energy development for the Deputy Minister of Energy of the Russian Federation.
Leonid Chernishov — Member of the Board
Professor, PhD in Economics, member of the municipal and housing and utilities academies, Head of the "National Economy and Business Valuation" department, Deputy Director of educational and methodical work of the "Gradoregulirovaniya and Real Estate Management"(IGUN) institute at the Moscow State Construction University. Honoured titles “Rationalizer of the Russian Federation” and “Honorary Worker of the Housing and Public Utilities Sector in Russia”.
Since 1990, Mr Chernishov held senior positions in the federal bodies of the Russian Federation for Construction and Housing: Director of the Construction and Housing and Public Utilities Department at the Ministry of Regional Development of Russian Federation, Associate Minister of Industry and Energy of Russian Federation, Deputy Chairman of Russian State Committee for Construction, Housing and Utilities Complex.
After years of work in the federal government Mr Chernishov made a major contribution to the theory and practice of sustainable development and reform of the housing and public utilities sector in Russia. He took an active part in the development of 17 federal laws and is one of the ideologists of the reform of the housing and public utilities sector in Russia. He is also the author of works on problems in the housing and public uilities sector.
